Japan has allowed the sale of certain seafood products from Fukushima prefecture, several months after imposing a ban on the products due to the nuclear disaster at Fukushima Daiichi nuclear power plant.
Currently, Octopus and whelk, a kind of marine snail, were chosen for sale as initial testing revealed no detectable amounts of radioactive caesium, according to the Fukushima Prefectural fishing co-operative.
However, Flounder, sea bass and other fish from Fukushima cannot be sold yet because of contamination. It has not been disclosed if these products will be approved for sale in the future as they were found to have radioactive caesium levels above the standards set by the government.
Japan imposed restrictions on the sale of seafood from Fukushima prefecture, after the nuclear disaster, which was caused by a massive earthquake and tsunami that struck the island nation in March 2011.

Researchers in the Netherlands and United Kingdom compared the white blood cell counts of 15 healthy young men under normal and severely sleep-deprived conditions. The greatest changes were seen in the white blood cells known as granulocytes, which showed a loss of day-night rhythmicity, along with increased numbers, particularly at night.
"Future research will reveal the molecular mechanisms behind this immediate stress response and elucidate its role in the development of diseases associated with chronic sleep loss," said Katrin Ackermann, PhD, the study's lead author. "If confirmed with more data, this will have implications for clinical practice and for professions associated with long-term sleep loss, such as rotating shift work."
Previous studies have associated sleep restriction and sleep deprivation with the development of diseases like obesity, diabetes and hypertension. Others have shown that sleep helps sustain the functioning of the immune system, and that chronic sleep loss is a risk factor for immune system impairment.
For this study, white blood cells were categorized and measured from 15 young men following a strict schedule of eight hours of sleep every day for a week. The participants were exposed to at least 15 minutes of outdoor light within the first 90 minutes of waking and prohibited from using caffeine, alcohol or medication during the final three days. All of this was designed to stabilize their circadian clocks and minimize sleep deprivation before the intensive laboratory study.
White blood cell counts in a normal sleep/wake cycle were compared to the numbers produced during the second part of the experiment, in which blood samples were collected during 29 hours of continual wakefulness.
"The granulocytes reacted immediately to the physical stress of sleep loss and directly mirrored the body's stress response," said Ackermann, a postdoctoral researcher at the Eramus MC University Medical Center Rotterdam in the Netherlands.

We talk a lot about the influence of money in politics. It's the defining issue of this era.
But in case you need one more reason to loathe the flood of money in politics, let me offer a different perspective. That of the politician.
It may be easy to assume that politicians love being showered in money. But here's a secret: the truth is, most of us hate it. Hate it.
Candidates almost always enter politics with high-minded notions of changing the world. But, whether their race is local, statewide or national, they have to spend hours upon hours every single day raising the money to run. You may not think that's a big deal. I'm telling you -- it's all-consuming.
Even the most jaded among you would be shocked to know how much time it takes to raise the money necessary to win an election. It's worse than you think.
On Tuesday, President Obama spent his entire day raising money at five, yes five, fundraisers. And he's the incumbent! That's a whole day that could have been spent on more important priorities, like ... well, just about anything.
But he's about to be outspent 10-to-1, so if he doesn't compete financially, he's not going to have the chance to act on those important priorities in a second term. It's tough enough for politicians to do essentially two jobs - campaign and govern - but in this age of billion dollar campaigns, a third job - fundraiser - has become completely dominant. According to The Center for Responsive politics, the candidate with the most money wins 9 out of 10 congressional races and 8 of 10 in the Senate.
It's just as bad for other candidates. I've run for office -- and won -- three times, twice as governor. But I spent hours and hours every single day and night raising the money to do it.
In my re-election, I ran against a billionaire who could vastly outspend me on his own, so I had to compete. I didn't have money. I had to fundraise. And it made me sick.
I hated every minute of fundraising. I would sit in a cheap, temporary office for hours with stacks of call sheets, dialing and begging people to donate. Friends avoided my calls. If I didn't reach my daily goal, I pulled overtime - at a tiny desk with one of those thermometer charts tracking my progress. And as a sitting governor, like all governors, believe me - I really did have better things to do.
That's what killed me. I so wanted to do my job as governor. That's what people elected me to do. But as my fundraising people reminded me, over and over again: you won't be able to do that job unless you raise the money.
And believe me: I am certainly not alone in this story.
My experiences all took place before Citizens United. I can't even imagine how much worse the pressures are now. That case has corrupted our political system, so our politics is no longer about doing the will of the people, it's about raising the money from some of the people.
There just isn't time to do anything else. You can see why so many good men and women are no longer willing to serve in elected office.
This isn't a partisan issue - this is a national crisis. And the fix to get money out of politics is clear: we need to amend our constitution to save our democracy.

EMILIANO ZAPATA, Mexico (AP) ? Before the sun climbed above the hills around this central Mexican town, Saul Garcia and his family awoke to the sound of bullets piercing the front gate. A masked motorcyclist had opened fire on their brick home, leaving behind a poster signed by the La Familia drug cartel, warning the mayoral candidate to withdraw from the race or the gang would kill him, his wife and three children.
Garcia, a candidate for the local Social Democratic Party, didn't pull out. A state police officer now follows Garcia 24 hours a day while he courts voters on the steep and narrow streets of Emiliano Zapata, a suburb of Cuernavaca in the state of Morelos.
As Mexicans head to the ballot box Sunday, drug cartels are registering their votes with scare tactics and cold, hard cash to make sure whoever is elected doesn't interfere with their lucrative operations. The focus is usually on local politics, where officials and their police departments can cause problems, or smooth the way, for gangs moving drugs or shaking down businesses. It's also easier to influence a local race than an extensive, well-financed national election in the glare of media coverage.
Drug cartels aren't political, they're practical. Officials from all three major parties have been accused of drug gang ties, or have come under attack. Gangs support candidates they can buy off or a scare off ? and government officials say they're fighting back.
"We've said for several months that we have to recognize the presence and action of criminal groups around the election, particularly in the local sphere, " Mexico's federal interior secretary, Alejandro Poire, said Thursday. "We are acting to contain it, to prevent it and to bring those responsible to justice."
Garcia says he doesn't know why he was targeted.
"I don't have enemies," said Garcia, whose home was attacked April 30. "When I realized they were threatening me and saying I had to quit I thought, 'But wait, we are free to vote and to be elected.'"
Election violence this season has flared in Morelos and in other states where voters will choose six governors and hundreds of mayors and councilmembers.
While the federal government does not track the number of candidates threatened, there have been scattered reports of attacks or threats against politicians and campaign workers in several states, including a gubernatorial candidate in Morelos.
A Morelos state official who was not authorized to talk to reporters said La Familia is seeking to control small towns like Emiliano Zapata since taking a beating in its home state, neighboring Michoacan. There, the cartel has been wounded by government attacks and an internal split.
In Michoacan state elections last fall, an anonymous newspaper ad threatened members of the governing National Action Party to stay home on election day in a town whose mayor already had been killed. Shadowy groups intimidated candidates into dropping out and used roadblocks and phone threats try to control the vote. Pollsters were kidnapped and released unharmed only weeks before elections.
There have also been attacks against candidates in the drug-plagued state of Guerrero, though it is not clear who was responsible.
Poire, the interior secretary, met with Morelos Gov. Marco Adame on Wednesday to coordinate security efforts for elections day and promised an immediate response to any emergencies that threaten the voting process.
Drug cartels have bribed officials for decades, paying off governors, mayors and other public officials as part of the cost of doing business. The Institutional Revolutionary Party, or PRI, ruled Mexico for 71 years, and in those days, cartels didn't need to pay attention to the electoral season.
But the party's ouster in 2000 created a power vacuum and left territory and elective offices up for grabs. Since then, candidates of all stripes have been accused of being bought by cartels.
"This new phenomenon systematically pulls mafias into politics," said Eduardo Guerrero, a security analyst. "They didn't used to get involved in this whole task of financing campaigns or nominating their members for elected seats. When there was a winner, you negotiated and if he didn't want to, you killed him and that was the end of it."
A small state of 1.7 million people, Morelos' large swaths of mountain lands are ideal for transporting cocaine and heroin on state highways from southern ports to Mexico City and northward. The territory was once controlled by the powerful Sinaloa Cartel through its former allies, the Beltran Leyva gang.
The state's capital of Cuernavaca, a favorite retreat for U.S. retirees and wealthy Mexico City residents, was also a sanctuary for drug capos until President Felipe Calderon's crackdown on organized crime. Marines in 2009 raided a luxurious apartment complex and killed drug kingpin Arturo Beltran Leyva.
Since then, the city has seen a surge in drug violence as factions of the Beltran Leyva, La Familia and other smaller gangs fight for turf. All the cartels rely on local politicians, especially mayors, who control the police forces. A mayor in the Gulf coast state of Veracruz was kidnapped days ago. Her body was found Thursday on a nearby highway outside state limits, a news statement said.
Morelos state officials say kidnappings have increased in the past couple of months and the words FM, initials for the pseudo-religious La Familia Michoacana in Spanish, are often found at murder scenes.
Local politicians from National Action, which has governed Morelos since 2000, have been accused of having links to the Beltran Leyva cartel. The former state police chief appointed by the governor has been jailed on suspicion of ties to the gang, though he has not been convicted of any crime.
National Action is poised to lose the governorship on Sunday, so locals say the drug gangs are lining up behind candidates from the other two major parties.
Democratic Revolution's gubernatorial candidate, Graco Ramirez, says people in remote areas are telling him that gangs have threatened them to stay home on election day. He complains that gunmen approach his campaign staffers while they are out distributing flyers.
"Drug gangs don't want me to become governor," he said, though he would not name which ones. "We would stop turning a blind eye to their activities."
Garcia, the mayoral candidate whose family was threatened, is running against Ramirez's party, however.
Another mayoral candidate for the Green Party in Morelos also has reported death threats and even a failed kidnapping attempt by a drug gang, though he did not say which one.
The president of Morelos' state election institute, Oscar Granat Herrera, said that drug cartels will not try to sway the vote. He said the cases of violence are rarely as clear as the shooting attack on Garcia's home in Emiliano Zapata. Even in that investigation, authorities have no suspects so far.
Nevertheless, Granat said, "We will heavily guard this election," so people will feel safe.
In Temixco, a rough suburb of Cuernavaca, teenage boys climbed to rooftops and leaned against light poles near a soccer field to watch gubernatorial candidate Ramirez speak on a recent afternoon.
Ramirez told hundreds of his supporters gathered that he is tired of having corrupt officers on the drug gangs' payroll.
"They come here and they kill and threaten those who file reports," he shouted before the crowd.
Several armored SUVs waited for the candidate outside. Security guards blocked Ramirez's followers trying to get a word or snap a picture with the candidate as he left. Reporters had to fight to stay close enough to toss questions.
"I want you to understand how critical the moment is," one guard said. "He could be killed here for God's sake."

Cincinnati City Council's finance committee voted Wednesday morning to hike the city's property tax for capital projects.
It will mean another $10 a year for the owner of a home valued at $100,000, but it will do nothing to ease the city's projected $34 million operating budget deficit.
Committee chair Roxanne Qualls and council members Chris Seelbach, Laure Quinlivan, Cecil Thomas, Wendell Young and Yvette Simpson voted to raise the property tax from 5.9 mills to 6.25 mills.
Council members Charlie Winburn, Christopher Smitherman and P.G. Sittenfeld voted against the tax hike.
That property tax increase will allow the city to go forward with capital projects such as building a new West Side police station and street repair.
It was the result of a deal between Seelbach and Mayor Mark Mallory to do away with the $4 million city hall atrium project that the mayor wanted. That money instead will go to the renovation of Music Hall.
That won Seelbach's vote for the property tax increase.
City solicitor John Curp had warned council that it was legally obligated to vote for enough property tax millage to cover its capital debts.
"The increase will enable us to rebuild crumbling pools and build a police station,'' said Quinlivan, explaining her vote for the increase. "For your 10 bucks, we'll get a remodeled Music Hall that will last a 100 years, a new police station and be able to replace crumbling swimming pools."
Mark Quarry, the government relations director of the Cincinnati Board of Realtors, criticized the decision after the vote.
"You are making decisions to raise people's taxes and you have no idea what we are going to do to cut costs later."
The tax increase is for capital projects only. The city still faces a projected $34 million shortfall for next year's budget.

New research by home insurer LV= has revealed that in the last few years as many as 4.05m homeowners have undertaken electrical jobs without professional help, 3.3m have attempted plumbing work and 1.35m have carried out structural work such as removing walls. 900,000 have undertaken major building works, such as loft conversions, and 450,000 have tackled potentially dangerous gas repairs.
According to the LV= survey, many homeowners admitted undertaking these works in an attempt to improve the resale value of their homes. However, the effects of doing these jobs badly can reduce the sale price of a property by more than 5% in some cases.
John O?Roarke, managing director of LV= home insurance (http://www.lv.com/insurance/home_insurance/), said: ?With house prices falling or stagnating in some parts of the UK, it?s understandable that many homeowners should try to bump up the value of their properties through DIY home improvements.?
?But although nine out of ten people in our survey (88%) recognised that jobs like gas work should only be left to the professionals, nearly 0.5m Brits are still prepared to give it a go. Not only could bungling these jobs be dangerous, and costly to put right, but if they caused a serious problem with the property it could invalidate the home insurance cover (http://www.lv.com/insurance/home_insurance/tips_advice/houseinsurance).?
The LV= (http://www.lv.com/) report surveyed both homeowners and estate agents, and reveals a myriad of conflicting opinions when it comes to the impact of DIY improvements. 21% of home owners believe that redecorating adds the most value to a house, followed by kitchen refurbishment (14%), garden work (12%), and bathroom replacement (6%).
Meanwhile 69% of estate agents believe decorating will make no difference at all to the asking price of a property. 64% responded that garden landscaping won?t add value; whilst 22% said even a new kitchen won?t improve the price. Estate agents also believe that the sale price of a property could decrease by more than 5% in some cases, if ?improvement? work was done poorly.
Despite popular opinion, estate agents say that some of the most costly jobs are likely to have only a minimal impact on the asking price of a home. Those agents who believe that improvement work usually or always adds value reported that a new kitchen, if done well, can add around 2.5% to the price, while a good new bathroom or garden landscaping can each add 2.2%.
Structural improvements that are done well, such as a good loft conversion, top the added value list and can boost a property?s price by around 8%, however it still doesn?t make good financial sense, as the cost of the work is likely to be higher than the increase in the property?s value.
John O?Roarke concluded: ?Our research shows that the days of being able to buy a property, do it up yourself on the cheap and then sell it on at a profit, are over. DIY home improvements may cut the initial costs, compared with getting the professionals in, but they might not add any value to the property at all. And sloppy work is likely to reduce the resale price and could even invalidate the home insurance cover.?

Exposure to bisphenol A may be a risk factor for a common type of brain tumor called meningioma, reports a study from China. This is the first study to suggest a link between brain cancer and the chemical, which is widely used in consumer products.

Those with the highest urine BPA levels were about 1.6 times more likely to be diagnosed with meningioma compared to those with lower concentrations.

This link was observed even after accounting for other factors associated with meningioma. More research is needed to confirm the findings.

Meningioma?is a type of brain tumor that develops from the meninges, the membrane that surrounds the brain and spinal cord.
About 90 percent of diagnosed meningiomas are benign. That is, they are non-cancerous, slow-growing tumors. The other 10 percent are malignant. However, benign tumors can cause illness and death as they?grow and press against the brain and spinal cord.
Meningioma affects six in 100,000 people in the United States. It is more common in women than in men (Bondy et al. 1996) and in those older than 40. Radiation, genetic disorders and hormone replacement therapy (HRT) (Blitshteyn et al. 2008) are potential risk factors. Tumors may also be related to previous head injury and viral infections, although more research is needed to confirm this.
Meningioma is a hormone-sensitive cancer ? the tumor thrives and grows in the presence of hormones. Because of this, there are concerns that endocrine disruptors ? compounds known to mimic or block hormones in the body ? may play a role in the development of cancers like meningioma.
Bisphenol A (BPA) is a widely used chemical that can behave like estrogen. It is used in the manufacture of polycarbonate plastics and epoxy resins. BPA is in many consumer products, including the lining of food and beverage cans, plastic food packaging, dental sealants, paper receipts and water pipes. Exposure in people is widespread and occurs mainly through eating or drinking contaminated food and beverages.
Animal and human studies have linked BPA to hormone-sensitive cancers, including breast and prostate cancers. The relationship between BPA exposure and meningioma is unclear.
Researchers examined the relationship between BPA exposure and the diagnosis of meningioma. They followed 247 patients with the brain cancer and 258 patients with no history of cancer who were getting medical exams at the Union Hospital in Wuhan, China.
Meningioma was confirmed with a brain scan or a biopsy ? a tissue sample. BPA concentrations were measured in participants' urine samples.
Researchers used questionnaires and medical records to collect the patients medical history and information on factors potentially related to meningioma ? for example, age, gender, use of hormone replacement therapy (HRT), body mass index (BMI) and family history of cancer.
Participants were placed into one of four exposure groups based on the BPA concentrations in their urine: less than 0.53 nanograms per milliliter (ng/mL), 0.54 - 0.91 ng/mL, 0.92 - 1.69 ng/mL and greater than 1.69 ng/ml. They assessed whether the odds of being diagnosed with meningioma increased with increasing BPA concentrations in urine.
Several factors potentially associated with meningioma ? age, gender, race, BMI, family history of cancer, HRT use ?also were considered in their analysis.
There was a positive association between BPA concentrations in urine and diagnosis of meningioma.
The patients with higher concentrations of BPA in their urine ? the three groups with greater than 0.53 ng/ml ? were more likely to have the brain cancer compared to those with the lower concentrations ? less than 0.53 ng/mL. Specifically, those with higher concentrations were 1.4 to 1.6 times more likely to be diagnosed than patients in the group with the lowest urine concentrations.
The results also support what other studies have shown. The personal factors of gender, BMI and use of HRT influence the risk of the disease. However, when considering the link with BPA, the personal factors did not alter the results.
This means the association was consistent regardless of BMI status. There was a positive association between BPA levels in urine and meningioma among normal weight, overweight and obese participants.
Similar results were observed for patients with or without HRT use. Among HRT users, those with urine BPA concentrations above 0.92 ng/mL had 1.4 to 1.5 times the risk of being diagnosed with meningioma compared to those with lower concentrations. Non-HRT users had 1.5 to 1.7 times the risk of a positive diagnosis.
Exposure to BPA may be a risk factor for the hormone-related brain cancer meningioma. The preliminary study found the higher the levels of BPA measured in urine samples, the higher the chance of a positive tumor diagnosis.
This is the first study to show a link between BPA exposure and diagnosis of meningioma.
Previous studies in animals have observed an association between BPA and other hormone-sensitive cancers like breast and prostate cancer. This study adds to that because, according to the authors, it "demonstrated emerging evidence of the role of environmental exposure to BPA on estrogen-sensitive tumors in humans."
The study findings are also consistent with prior studies that report hormone replacement therapy raises the risk of the disease.
Importantly, the association between BPA exposure and meningioma diagnosis was present even when they included other known risk factors for the disease. This is important because it indicates that BPA is a risk factor by itself ? regardless of body mass or HRT use.
Results also confirm findings from previous research regarding the risk factors. Gender, HRT, and BMI were associated with the cancer.
There are several study limitations. For one, researchers measured only one urine sample to establish exposure to BPA but a one-time, current sample is a fairly weak indicator of the long-term exposure presumably required to cause or promote tumors. In part, this is because BPA exposure varies greatly from day to day (Ye et al. 2001). BPA is rapidly excreted from the body (Stahlhut et al. 2009) so one sample may not adequately reflect long-term exposure. This is a particular concern for a disease like meningioma, which can take years to develop. Additionally, a one-time, current sample cannot confirm that BPA exposure preceded and led to the tumors.
Additionally, while one previous study (Stahlhut et al. 2009) suggests that BPA might linger in the body and not be rapidly eliminated, the prevailing view is that BPA is rapidly cleared and excreted (V?lkel et al., 2002). If the latter is true, then using one urine sample to assess long-term exposure is a particular concern for a disease like meningioma, which can take years to develop. (Correction 6/26/12)
Also, researchers did not report or statistically account for the type of urine samples collected. Samples collected in the morning may be more concentrated than spot samples randomly collected throughout the day.
Because researchers also failed to report average BPA concentrations observed in the participants? urine, the results cannot be compared to other populations.
Larger, more in-depth studies that address these study limitations are needed. Even with these caveats, the authors suggest that "until then, however, clinicians and patients should be aware of the risk of those products that contain BPA."

ScienceDaily (June 25, 2012) ? Like a white blanket, Tropical Storm Debby's clouds covered the entire state of Florida in a NASA satellite image.
Two satellites have captured imagery that shows Tropical Storm Debby has thrown a large white blanket of clouds over the state of Florida, and it doesn't seem like that blanket is going to lift quickly as Debby moves slowly north.
NASA's Aqua satellite passed over Tropical Storm Debby and the Moderate Resolution Imaging Spectroradiometer (MODIS) instrument onboard the satellite captured a visible image of the storm on Sunday, June 24 at 3:00 p.m. EDT. The image clearly showed Debby's center over the northeastern Gulf of Mexico, and the bulk of the clouds, showers and thunderstorms wrapping from the north to the east to the south of the center of circulation and covering the entire state of Florida. The northern-most extent of Debby's clouds were over southern Alabama and south Georgia. Tropical-storm-force winds on June 25 extend outward up to 230 miles (370 km) mostly southeast of the center, and the imagery from MODIS shows that the cloud cover is most extensive in that direction.
On Monday, June 25, 2012 at 11 a.m. EDT, Debby's maximum sustained winds had dropped to 45 mph (75 kmh). It was located just 75 miles south of Apalachicola, Florida, near 28.6 North and 85.2 West. Debby was crawling to the north at 3 mph (6 kmh). Debby's minimum central pressure was 995 millibars.
On June 25, 2012 at 11:45 a.m. EDT a visible satellite image of Debby captured by NOAA's GOES-13 satellite showed that the storm's clouds continued to blanket all of Florida. The image also showed that the bulk of Debby's clouds and showers continued to be from northeat to southeast of the center of circulation, which was still in the northeastern Gulf of Mexico. Both the GOES-13 and the MODIS satellite images were created at NASA's Goddard Space Flight Center in Greenbelt, Md.
The National Hurricane Center (NHC) noted that Debby is expected to continue crawling to the northeast or east-northeast over the next couple of days, bringing more soaking rains for the sunshine state. The NHC doesn't expect much change in intensity, however.
As a result of Debby's new more northerly track, some of the warnings and watches have been changed as of 11 a.m. on June 25. The tropical storm warning from the Florida-Alabama border to Destin, Fla. has been discontinued. In addition, the tropical storm watch from the Suwannee River to Englewood has been changed to a tropical storm warning. The tropical storm warning area now covers the Florida Gulf Coast from Destin to Englewood.
A quick look at watches and warnings in effect on Monday, June 25 for three western Florida cities tell the story of what Debby is doing to its residents. In Tampa, there is a Tropical Storm Warning, a Coastal Flood Warning, a Tornado Watch, a Flood Warning, a High Surf Advisory and a Flood Watch as a result of Debby. Further north in Pensacola, there is a High Surf Advisory and a Wind Advisory. South of Tampa in Fort Myers,there is a Tornado Watch, Coastal Flood Advisory, High Surf Advisory and Flood Watch.
Tropical-storm-force winds are expected to continue over portions of the Florida Gulf coast today. Heavy rainfall is a key concern today, after Florida was soaked yesterday from Debby. According to the NHC, northern and central Florida can see accumulations of 10 to 20 inches with as much as 25 inches. Southeastern Georgia and extreme South Carolina will also feel Debby's wet wrath, as totals between 5 and 15 inches are possible in both areas.
Storm surges are expected to range between one and five feet along the Gulf coast between Apalachee Bay to southeastern Louisiana. Isolated tornadoes are also a threat as they are with any landfalling tropical cyclone. Some are possible today across the eastern Florida panhandle, Florida peninsula and southern Georgia.
NASA's Kennedy Space Center on the Atlantic coast is included in a tornado watch for the area due to a line of thunderstorms approaching from the west. Elevated winds are expected throughout the day and for the next few days. Between one to three inches of rainfal are expected over the next day, and are likely to continue as Debby crawls northward.

A little over a month ago, we at Climberism sent out an announcement calling attention to House Bill 1551, which involved the protection of landowners whose property is used for ?hunting, fishing, trapping, camping, horseback riding, bicycling, water sports, winter sports, snowmobiling, or OHRVs (off-highway recreation vehicles) as defined in RSA 215-A, hiking, sightseeing, or removal of fuel wood. With the recent amendment to the bill, climbing is now on that list as well, explicitly protecting the landowners. ?With this protection comes ease of mind to private land owners who may have been once wary of letting climbers onto their property for fear of liability if anything should happen out of the rock.
?This is an important piece of legislation for climbers, with landowners protected from liability if someone is injured while climbing on their property, it makes it much more likely that a landowner would consider public access to climbing.? -?Erik Eisele

Regardless of what anyone thinks the 2009 NFC title game sideline video shows (or doesn?t show), it doesn?t conclusively demonstrate the identity of the person who utters the key words ?give me my money? after assistant head coach Joe Vitt tells member of the Saints defense that Vikings quarterback Brett Favre may have a broken leg.
Still, the league stridently believes, despite an inability to see the mouth, lips, face, or head of former Saints defensive end Anthony Hargrove when ?give me my money? is uttered, that Hargrove defintely said the words.? It would make much more sense for the league to simply claim that someone from the Saints defense said it, which constitutes general proof that someone on the Saints defense knew about the existence of a bounty on Brett Favre.
That?s precisely what NFL general counsel Jeff Pash was expected to say during a Friday appearance on PFT Live.? And that seems to be what he started to say when explaining the league?s interpretation.? But then it subtly changed.
?What that video tape rather clearly demonstrates is two things,? Pash said.? ?One, there was a program and it corroborates rather clearly that there was a program where a player could be rewarded for making a play that resulted in an injury to an opponent ? you were basically making that point during the break.? Second, it demonstrates Mr. Hargrove?s awareness of the program and his understanding that it existed, and it demonstrates that his statements to our investigators in early 2010 denying the program and saying there was nothing like that? in existence were false.? That is the basis on which the Commissioner imposed discipline on Mr. Hargrove.?
Assuming that it was defensive tackle Remi Ayodele who said ?give me my money? (and not, for example, some guy off camera who was trying to get his change from the hot dog vendor), Pash?s initial observation is correct.? His second point continues to depend, however, on a finding that Hargrove and no one else said, ?Give me my money.?? And the video simply does not prove that.
The flaw could be fatal to the league?s case against Hargrove, if/when the NFLPA files litigation advancing theories that allow a judge to get to the merits of the case.? The 16 exhibits produced by the NFL (which Mike Freeman of CBSSports.com has graded, one by one) contain no mention or suggestion or hint of Hargrove paying money in, taking money out, or otherwise being aware of the bounty program.? The only way the league can prove that Hargrove knew about the bounty program and that he in turn lied to investigators is to prove that Hargrove and no one else said, ?Give me my money.?
The declaration he submitted in April, contrary to the league?s interpretation of it, doesn?t contain an admission that Hargrove lied.? Instead, it shows that defensive coordinator Gregg Williams and assistant head coach Joe Vitt told him to say that there was no bounty program, and that Hargrove complied ? without commentary on whether what he was saying was the truth.? Pash?s comments strongly suggest that, if Hargrove didn?t say, ?Give me my money,? there?s no proof that Hargrove?s story to investigators was untrue.
Regarding the question of whether the league believes Saints players deliberately intended to injure opponents, Pash explained that the NFL never tries to determine intent.? ?We have always consistently, going back for decades, going back to when Pete Rozelle was Commissioner, not made intent a part of the disciplinary decision because you can?t read someone?s mind,? Pash said.? ?You can only look at the objective evidence.?
That?s fine.? But it appears in this case that the NFL is trying to read Hargrove?s mind.? And, in turn, to put words in his mouth.
At a time when Saints linebacker Jonathan Vilma already has filed a defamation claim regarding the things the league has publicly said about his involvement in the situation, it wouldn?t be a shock if Hargrove eventually does the same thing.
